This is a highly responsible managerial and clinical position providing supervision and clinical direction to a self-contained clinical team which assumes responsibility for directly providing needed treatment and support services to identified adults and children in need of mental health and substance abuse services. Work requires supervising and evaluating the multidisciplinary team in conjunction with existing psychiatric support to ensure service excellence and courteous, helpful, and respectful services to individuals served. It also involved ensuring compliance of documentation and performance measures are met each month for all clinical staff. The incumbent may also function as a practicing clinician on the team.


Qualifications

Master’s degree from an accredited university or college, with a major in counseling, social work, psychology, criminal justice, nursing, rehabilitation, special education, health education or a related human services field and a minimum of three years of full time or equivalent professional experience serving the target population; Licensure in the Healing Arts in the State of Florida required.
 
  • Extensive knowledge with regulatory, licensure, and credentialing bodies to include but not limited to 65-D-30, Medicaid, Medicare, CARF, etc.
  • Extensive knowledge of substance abuse, mental health, psychiatry, counseling, and psychology.
  • Extensive knowledge of methods, theories, techniques and principles of providing direct clinical treatment, consultation, and direction with children and/or adults.
  • Extensive knowledge of the characteristics and problems of adults with severe and persistent mental illnesses.
  • Considerable knowledge of principles of supervision.
  • Ability to supervise and guide the work of others in making complex clinical treatment decisions.
  • Knowledge of the principles of learning and training.
  • Ability to train, advises and assist staff in clinical/mental health/substance abuse decisions specific to the age and disability of the persons served.
  • Ability to quickly assess situations and use sound judgment in defusing potentially risky situations.
  • Ability to identify services required by persons specific to their age and disability.
  • Ability to review client case files and treatment plans and make proper recommendations.
  • Ability to establish and maintain effective working relationships with other employees, medical and clinical professionals, and the general public.
  • Ability to prepare clear and concise written reports.
  • Ability to handle verbally and /or physically abusive and aggressive persons and utilize aggression control techniques to ensure the safety and well being of the person, other persons, and employees on the team.
  • Ability to incorporate cultural and age appropriate care into all aspects of communication and service delivery
  • Ability to communicate effectively both orally and in writing with other employees, program staff, persons receiving services, outside organizations, and others.

Responsibilities
 
  • Directs the day-to-day clinical operations of all programs within St Johns County Outpatient, Drop In and FACT Team service sites, including scheduling clinical staff work hours to assure appropriate coverage; leads the organizational staff meetings and treatment planning meetings; continuously evaluates the status of clients and does appropriate planning and coordination of treatment activities to ensure immediate attention to their changing needs.
  • Participates in staff recruitment, interviewing, hiring, work assignments and orientation and performance supervision according to work rules, procedures; regulations, and policies; develops and implements staff orientation and training; and manages student training.
  • Ensures staff members obtain and maintain their required trainings.
  • Represent SMA at community meetings and fairs.
  • Conduct staff evaluations.
  • Respond to client complaints.
  • Manage local grant initiatives and deliverables
  • Review, correct, and approve clinical documentation.
  • Regularly reviews client assessments, treatment plans, and progress notes written by the staff; and supervises individual staff for medical records mastery.
  • Develops and maintains clinical program policies and procedures and revises as necessary.
  • Initiates and maintains relationships in coordination with other staff, with law enforcement and other human services agencies, and with informal community resources (e.g., landlords, employers).
