The Senior Application Developer is responsible for the process, life cycle and creation of software aimed at helping users complete work related tasks in an efficient manner, while maintaining the integrity and confidentiality of the data. Analyzes current agency procedures, assist in the design, programming, and installation of agency applications, create and maintain documentation, develop training curriculums, and perform appropriate training. Creates and maintains documentation of developed code and systems. Creates and maintains agency databases. Assists, develops and improves forms and reports. Works closely with subordinate developers, fellow team members and customers, in order to design, develop, maintain and enhance software applications using standard industry programming languages and tools. Work with team leader, supervisor, manager, and other members of the department to promote a harmonious work environment.

Qualifications
  • BS degree in Computer Science, Information systems, or related technical field or equivalent work experience
  • 5+ years of proven work experience as an Application Developer
  • 5+ years of experience designing, implementing, integrating and supporting an Electronic Medical Record system
  • 5+ years of experience developing and integrating web services with EMR products
  • 5+ years of experience supporting Netsmart EMR products
  • Excellent written and oral communication skills
  • Ability to establish a detailed program specification through discussion with clients
  • Ability to break down user needs and specification into its simplest elements and translating into a programming language
  • Ability to anticipate problems and devise solutions
  • Ability to design and conduct user-acceptance testing to ensure successful adoption of application by end users
  • Ability to conduct testing of dataset input and output, ensuring data integrity and reliability and insuring the application functions as intended
  • Ability to adapt to changing technologies and adopt new tools and systems
  • Ability to evaluate and increase application effectiveness
  • Ability to adapt applications to new requirements, as necessary
  • Ability to design and conduct user-acceptance testing to ensure successful adoption of application by end users
  • Ability to write detailed documentation for the operation of the program by users and computer operators
  • Ability to update, repair, modify and developing existing software and generic applications.
  • Ability to multitask while maintaining attention to detail of each task.
  • Ability to process or understand technical manuals and learn new techniques quickly.
  • Ability to plan work flow and implement appropriate actions.
  • Ability to work after hours and on weekends for emergency repairs or after hours upgrades
  • Ability to enter and retrieve information from a computer system; operate modern office machines.

Responsibilities
 
  • Able to perform highly technical L1, L2 and L3 troubleshooting to determine root cause of software and programming failures and issues
  • Participate in and lead the design, development, maintenance, and documentation of applications throughout the organization
  • Integrate disparate data systems as needed, using web service and other application program interface technologies
  • Perform continuous development of the Electronic Medical Records application, increasing application efficiency and integration with other enterprise applications
  • Identify agency data needs and develop applications to support those needs
  • Compile, analyze and report data from multiple database systems utilizing SQL and other related methods and technologies including Microsoft Reporting Services and Crystal Reporting
  • Work closely with management team and be a technical lead on application projects
  • Provide excellent customer service by being attentive and respectful; insures understanding of customer request and follows-through as promised; and being proactive in identifying customer concerns, or problems. Helps resolve customer service matters in a polite manner.
  • Performs at established quantitative and qualitative work standards to meet departmental goals and objectives.
  • Promotes quality improvement, staff and patient safety, and cultural diversity through department operations and by personal performance
  • Maintains current knowledge related to applicable statutes, regulations, guidelines and standards necessary to perform job duties in accordance with the requirements of the Corporate Compliance Plan. Complies with the requirements of the Code of Conduct, Corporate Compliance Plan and Compliance Policies and Procedures, including training requirements. Participates in compliance activities under the direction of the Department Manager and Corporate Compliance Officer.
